Mr Mustard asked a very clear question based upon guidance that should be followed. The response should have stopped at the first sentence.
Why are Newham Council wasting time telling Mr Mustard something which he has clearly told them is guidance?
Mr Mustard didn't claim it was the law (although it would be better if it was) so don't tell him it isn't, he already knows.
It not being law doesn't make Newham's lack of due regard for statutory guidance any more palatable.
Mr Mustard doesn't believe Newham's slogan.
