Merton Council haven't really got a policy on discretion that you can follow which outlines the circumstances of the parking.
The answer given does not include the policy for any possible mitigating circumstance for which a discretionary cancellation might arise, a common one being that the disabled badge fell off the dashboard, so was useless although Mr Mustard expressed himself more mildly.
Council's like pretending that black is white and that they have told you what you asked for although both sides know they haven't.
Even the vulnerable person's policy is more about the mechanics of the PCN process than about situations in which discretion will be applied. People with mental health problems often won't have current paperwork, under 3 months old, which they can or will produce so the policy adds another hurdle when life is already hard enough. Merton Council also abdicate their responsibilities when it comes to sending bailiffs after vulnerable debtors, the council should be instructing the bailiff, who is their agent, as to how to behave and the lack of morality of sending a bailiff after a suicidal person is clearly repugnant.

A friend has brought other Merton Council documents to the attention of Mr Mustard and one of them falls within the scope of the FOI question, so here it is. Odd that the council itself didn't tell him of it (unless it has since been withdrawn or is now top secret).
