PCNs - exercise of discretion - #21 Kingston

There is an awful lot to go through in this policy which Mr Mustard will find useful should he be asked to help with a PCN in Kingston and for other experts who may be busier than Mr Mustard in Kingston.

Points Mr Mustard noted are:

- Kingston are amenable to offering the discount again if a document went missing.
- They won't accept instalement payments of the discounted amount alone which appears to discriminate against people on benefits.
- They have rigid timescales but should really accept instalments based upon the ability to pay (sadly, there is no legal requirement to accept instalments)
- They offer no help to the disabled which will be the subject of a future blog.
- Mr Mustard doesn't think the green car pictured at code 26 should be ticketed as some of the car is within 50cm of the right hand kerb so not in contravention.
