Mr Mustard is currently trying to get Redbridge Council to send him copies of various documents about a PCN they sent themseves, make representations against to themselves and then took themselves to the tribunal. Mr Mustard thinks the documents must be too embarrassing for him to see such that a spurious exemption is being applied. We'll see if the Information Commissioner backs them, if we get that far..
The one question they couldn't duck was how many times in the year to 31 March 2023 they had issued a PCN yo a council vehicle. The answer is above, 107 times.
This is all a big waste of time as the registered keeper is liable for the PCN and so the money will simply be moved from one council budget to another. The time would be better spent on a task with some civic purpose.
