What policy should be adopted is always a matter of debate but clearly someone at Kingston (or NSL?) has thought through a policy. The worrying part of this policy is that decisions on formal representations which should, by law, be taken by a council officer are being taken by employees NSL Ltd otherwise there wouldn't be notes about Referring to RBK.
