One Barnet - One Voice - The Style Council

and then of course there is Barnet Council ! 



Mr Mustard came across another interesting item in the disclosure log. It is the Text style standards of Barnet Council. Here it is:

So Mr Mustard's naughty co-director said it must therefore be OK to write to a resident and tell them to 'Eff orf as long as it is correctly styled !









What makes Mr Mustard think this document has not been updated for a while? Perhaps its the references to Leo Boland, Mike Freer, Tony Blair, the Labour Government, Nick Walkley as Director of Resources? and the € not being used.

I am sure quite a few readers will have something to say about the guidance; Mr Mustard does not like the guidance under Numbers - "Nine and 10 year old horses" just looks all wrong to him. Please add your own comments at the bottom about any of the style advice.

Mr Mustard found this to be the most useful piece of advice: 

"Plain English - Try to write in Plain English at all times. Imagine you are writing for an audience of 12-year-olds and only include words they would understand". 

Why does Mr Mustard think that no-one at Barnet Council has read this document? If you are a new employee at Barnet Council, did this document feature in your induction programme? Do tell. Not a single report to committee that Mr Mustard has read nor any delegated powers report has ever been written in language that a 12 year old could understand. Let us take the example that Mr Mustard's fellow blogger vickim57 has recently written about, Church Farmhouse Museum. This is what the report to committee says:-

The Corporate Plan 2010-2013 commits the Council to delivering ‘Better services with less money’. A key principle of the medium term financial strategy is to continually review the use of Council assets so as to reduce the cost of accommodation year on year and to obtain best consideration for any surplus assets to maximise funds for capital investment and/or the repayment of capital debt. The sale of the Church Farmhouse would provide a capital receipt which would support the Council’s priorities and bring this currently unused area of land back into use.

In Plain English that is "We are flogging off the family silver"


And from the Barnet Bugle website this epic sentence from Kate Kennally ( paid £145,000 p.a. and doubtless worth every penny if not every word ) 

"Throughout this process we have been in contact with services users advising them in advance of any changes to their contribution, requesting further information where appropriate and undertaking reviews of service users contributions and care packages when requested or queries have been raised. 

221 home visits have been undertaken by our visiting officers who provide support to individuals in the completion of the financial assessment form and ensure that a person’s benefits are maximised."

So that is a 43 word sentence, hardly what one would call short. Can you find a longer one from Barnet Council? Mr Mustard feels sure that you can. Will the longest sentence have 100 or more words in it? 

Mr Mustard also notices that Ms Kennally started the second sentence with a number thus breaching the advice to "Never begin a sentence with a number".

Mr Mustard also observes that in her email Ms Kennally refers to the subject group of her emails as : "People" "Service Users" "Individual" and "Person". How confusing is that when they are all the same?

Fine words - fine deeds ?

Barnet Council publish, under the Publication Scheme, what they call a "Disclosure log" of previous Freedom of Information questions and answers which they think will be of wider interest.The fine words of the Council are:

"The Publication Scheme is a guide to the information that the council publishes as a matter of routine and its aim is to make the majority of information available to you so that you do not need to make a specific request to us for it. It is our intention that the scheme will encourage the publication of more information than we are required to publish under existing legislation and to develop a culture of greater openness." 

The Disclosure Log contains questions and answers for the period October 10 to March 11 and one of the questions is requesting

"...a list of private companies which hold contracts with Barnet Council and how much the contracts are worth"

Now Mr Mustard does not know if the question was refined in any way as it could do with a bit more precision as the Council has 9,700 suppliers so providing that list would be onerous and Mr Mustard doubts that it was what was required. 

The Council has a cut-off of £25,000 for decision making upon some Contracts. That might also have been a useful way in which to produce a more useful list. The questioner looks like he/she just wanted to know where the money goes and it isn't possible to rely on the Expenditure over £500 lists as they are incomplete as they exclude payments taken straight from the bank account like BACS payments which will be large payments and the list doesn't list expenditure at all, it lists Goods Received Notes - see Mr Reasonable's blog for an open letter to the Council about this 

As we know MetPro did not have a Contract and nor it seems did many other suppliers so to be helpful & useful the question should have been answered on the basis of which firms should have had a Contract and were paid money rather than on a strict answering of the question.

It is also necessary to read in the word "current" in front of "contracts" in the question and to perhaps give either the average annual value of the contract or the lifetime value of the contract to make the answer useful. Mr Mustard is at the start of a minor skirmish with a member of the One Barnet Programme Office who seems to think that sending an expired contract in response to a request for the contract with a current contractor answers the question and that when Mr Mustard asks for the current contract that the Council can start the clock running afresh for 20 days. Mr Mustard has given thrown down the gauntlet to provide an answer within 24 hours or his second complaint will be made to the Information Commissioner.

Mr Mustard thinks that the Council are corporately a bit dim as they have previously been on the Information Commissioner's naughty step because of their FOI failures and given that they keep being reported they will soon be back there. If the Council were sharp they would respond rapidly and fully to every question that a blogger asks them. Mr Mustard will perhaps on another day write a blog about the lackadaisical way in which FOI is dealt with.

Now according to the Audit Department's Audit Report issued on 23 May 2011 "the Council has procured £248,316,974 worth of goods and services from trade suppliers during 2010/11". So that would be some list to see.

If we apply the Pareto Principle, otherwise known as the 80/20 rule, then listing 20% of the suppliers would provide the bulk of the details. So that would be 9,700 * 20% = a list of about 1,900 suppliers. That would still be quite a list.


The Pareto principle (also known as the 80-20 rule, the law of the vital few, and the principle of factor sparsity) states that, for many events, roughly 80% of the effects come from 20% of the causes.

Business-management consultant Joseph M. Juran suggested the principle and named it after Italian economist Vilfredo Pareto, who observed in 1906 that 80% of the land in Italy was owned by 20% of the population; he developed the principle by observing that 20% of the pea pods in his garden contained 80% of the peas


So I would imagine that you, dear reader, are desperate to know how long the list was that was sent in reply. Not very long as it happens. Five pages of A4 contained the answer. Mr Mustard asks quite a few questions of the Council and finds a wide variation in the quality of the answers. Let us take a look at page 1. Sloppy is the word that springs into the mind of Mr Mustard.

Bailiff Contract appears twice.
The first Bailiff entry is just a waste of ink.
The second entry could have been improved with the figure for a recent 12 month period.
The very first entry has 10p at the end. That is "not material" as auditors are fond of saying. It clouds ones view of the scale of the number.
It would have been best if all numbers had been provided to the nearest thousand as we have some numbers set out in full and some to the nearest thousand, e.g. £45k. This assumes that the reader knows that "k" is often to used to signify a £1,000
Mr Mustard doubts that D Long Construction are paid £661,893 p.a. - per annum, what every year for building works? No that will be the amount paid for one annum.
Putting variable amount is of no help at all. Are they paid £100 p.a. or £1,000,000 p.a. Who knows ?

You will gather that the list is almost in alpha order. Civica should be after Chatsworth & Churchill not before them. Why does Mr Mustard find this sloppiness in so many Council documents ?

So Mr Mustard had a quick tot up and made those 5 pages about £60million excluding the variable amounts. Total purchases about £250million so this list comes up somewhat short. It completely fails the sniff test or sanity check as it is also called. Does anyone in management look at FOI replies before they go out? because this one is obviously deficient.

So if no-one at Assistant Director level looks at these before they go out then you should just go home as you either aren't interested enough on what is going on in your department or you can't be bothered or you have got your head stuck in the One Barnet cloud.

If an AD did look at this before it went out then you should still go home because you are either incompetent or couldn't care less.

There just doesn't seem to be any pride in the work of management at Barnet Council.

Mr Mustard has spent 20 years helping to sweep up after private Companies have hit the buffers and gone into Liquidation. He knows what corporate failure looks like. If you were a private company Barnet Council you would have collapsed long ago.

What should you do now Barnet Council?

1 Write to the person who made the FOI request and explain how/why your answer was incomplete.
2 Take it off the website before it misleads others
3 Prepare & publish in the next 30 days a new list that is complete of suppliers paid more than £25,000 in a year ( just to make sure Mr Mustard will send you an FOI request later )

The revolving door

Although services to the Residents of the London Borough of Barnet hardly change, the management structure seems to be in a permanent state of flux and change always costs money, and Mr Mustard is not referring to loose change here. Mr Mustard does not know if there is a revolving door on the front of the management block as he has not been to the site since STC occupied it.

The Accounts for the year ended 31 March 2011 ( not yet signed off ) include a table of salaries for Senior Officers and show any pay-offs ( compensation for loss of employment in accounting speak ) received by Officers who got shown the door in one of the numerous reshuffles. Here is the table :-

Mr Mustard has put x marks next to the line of interest. The Assistant Director Environment left the Council in 2009/10 with a payoff of £118,162 
As they had already been paid £81,571 for that year they most probably left ( were pushed? ) in the first quarter of 2010. 
So this was the deletion of a post that was no longer required?

What do we see now in the just issued Corporate structure chart? yes, the post of Assistant Director - Environment; Mr Mustard thought that was a bit odd as only last year the post was not needed.

Then he went back and looked at the Interim Corporate Structure chart from December 2010. Oh yes, there we are Assistant Director - Environment ( Lynn Bishop ) at the end of the same year as the previous incumbent left with a sackload of cash, in fact more salary than the current incumbent is paid in a year, so it would have been cheaper to keep the former incumbent of the post.

Then Mr Mustard looked at the senior salary information for October 2010 and lo and behold there is Lynn Bishop on £88,986 p.a. so that is an even shorter gap between one AD of Environment going and the replacement arriving. Now having done some research Mr Mustard finds that Mrs Bishop was previously in Greenspaces so at least a fat recruitment fee was not paid to Hays to move her up the ladder.

Doubtless Mr Mustard will now have to suffer a Yes Minister comment from someone at Barnet Council telling him why the new AD Environment is completely not the same as the old one and that giving the old one £118,162 to go home was

focusing relentlessly on efficiency to ensure every public pound is spent wisely

Dear Reader

On 21 July Mr Mustard emailed 62 Councillors as below. This was because a report contained misleading data & Councillors need to base their decisions on accurate information.

This is something that Mr Reasonable has picked up on before, as here 

and then Mr Mustard found yet another report with a table full of incorrect line totals, about which he blogged.

Following so soon after the previous posting you may find it hard to believe that it takes two people to be open and transparent in Barnet.

Pay £47,907 - £50,789

Purpose of Job:

As a member of the Governance leadership team, to contribute to the overall leadership, direction and management of the Governance Service in the context of local and national priorities.
To provide a professional lead on openness, transparency, Member and democratic engagement.
To manage all aspects relating to Members’ Allowances.
Drive the improvement/transformation agenda within the service and develop capacity in key areas to support services in meeting local and corporate objectives. ( has this been cut and paste from the wrong page ? ) 
To be a key player within the service in a management capacity who is actively seeking and applying best practice and innovative methods of service delivery. ( ditto )
To promote and safeguard the welfare of vulnerable people, ensuring this principle, culture and practice is embedded throughout all council services, including stakeholders and partners in compliance with national and local procedures and protocols. ( ditto )

The Council’s One Barnet programme is to redesign the council in order to meet increasing local and national challenges and opportunities, implementing any agreed changes.

Pay scale £39,790 to £42,499
 
Purpose of Job
  • To lead on all aspects of work relating to Member and democratic engagement to promote openness and transparency, including research and data gathering; presentation of findings; implementation and co-ordination of actions and monitoring and reporting on progress. The postholder will be required to lead on particular aspects of Member development, Members’ allowances and democratic engagement.
  • To manage and provide a professional lead on Member development, Members’ allowances and democratic engagement across the service and corporately as required.
  • To lead on and advise Members and senior officers of the Council on strategies relating to transparency, Member development and democratic engagement.
  • To contribute to the success of the Governance Service.
Mr Mustard has been distracted by so much other tut coming out of Barnet Council that he has neglected the non-jobs so that is being put right today.

Barnet Council do not appear to be committed to Openness and Transparency as otherwise they would not
  • set rules and limit the questions one can ask at Residents' forums
  • reduce the opportunity for debate at Council Meetings
  • fail to produce minutes of meetings in a timely fashion
  • allow Councillors to ask residents not to email them
  • allow Councillors to delete emails unread
  • have meetings at which no Cabinet member appears
  • have refused filming against the wishes of Central Government
  • have refused entry to a Council meeting
I expect that other bloggers will add a few more entries in the comments box
and this non-job would not be necessary. 

It looks like £40,000 in the bin to Mr Mustard.

This surely cannot be a full time job ? 

Can't Nick Walkley advise members on this as part of his leadership role as set out in his Role summary ?


Ensure the Council operates in an open, accountable and democratic manner to minimise any challenge to its operations based on such grounds.
